Challenge: Stormwater Regulations & Parking Capacity

Exposing the aggregate base beyond a specified square footage would have triggered a full stormwater review, which in this case would have required a retention pond, catch basins, and landscape islands.

These additions would have eliminated nearly 50 parking stalls, an unacceptable outcome for the owner.

The only alternative to preserve parking capacity would have been installing an underground stormwater containment system, a significantly more expensive solution.

Technical Requirements & Engineering Solutions

Tight tolerances were required near the building, where maintaining existing curb heights was essential. Through careful engineering and layout adjustments, the Milis team achieved proper drainage at less than 1% slope while preserving all curb elevations, successfully overcoming one of the project’s primary technical challenges.

Cost Savings & Long-Term Performance

The overlay provided substantial cost savings over a full asphalt replacement while offering superior longevity and minimal maintenance. With only one access point and hundreds of daily facility users, phasing was critical. The Milis team maintained continuous facility operations without long-term shutdowns and completed the project on schedule, demonstrating the efficiency and practicality of concrete overlay systems.
